with a quorum of 5 provisional representatives, shall make provisional regulations for the Associated Union and apply for registration in accordance with the procedure specified in the Labour Unions' Law.

When necessary the Government Office which is res-

ponsible for its control, can make regulations.

Article 12.

The regulations of the Associated Union can specify the number of Committee men or representatives to be sent by any labour union in proportion to the

number of its members.

Article 13.

The Associated Union shall, within 3 months of

its official representatives or committee by election and shall be properly established as an Associated

Union for the whole Province.

Article 14.

A workman shall not join more than one labour

union.

Article 15.

No labour union shall hold a meeting or exhibit any other activity without first notifying the Guidance Officer appointed by the local Kuomintang branch and the Inspector appointed by the

Government.

Article 16.

The regulations shall be enforced from the date on which the Labour Unions' Law is enforced.
